The most notable aspect of today's scrutiny committee meeting was just how freezing it was in the meeting room. Councillors and officers gradually added layers as the meeting went on so that by the end there were bobble hats, scarves, woolly coats and even blankets wrapped around legs.
Whether or not this was a cunning plan to try to put us off scrutiny remains to be seen.
